Reform of the institutions implicit in the Chinese economic reform, with thereform of government institutions and state-owned enterprise reform, together, establishand perfect the socialist market economic system plays an important and far-reachingrole. The overall framework of China’s administrative reform, the reform of theinstitutions is not only the matching requirements, and also the institutions themselvesto integrate into society, to the objective needs of the market. In the case of reforminggovernment institutions and state-owned enterprise reform has been carried out in-depthand make positive progress, deepening the reform of institutions is very urgent.Personnel management at the grass-roots institutions, the traditional personnelmanagement there are many deficiencies: old-fashioned method, rigid; extensive mode,single; not form an effective mechanism of competition; personnel management lawsand regulations are not perfect. Personnel selection, with the flow had a negative impactin the development and cultivation of talent has also been unsatisfactory. Explore theestablishment of the personnel management system to adapt to the requirements ofeconomic and social development through reforms within the institutions, to stimulatethe vitality of the institutions within the personnel management mechanism, urgentsubject is placed in front of every Personnel Management. Promote the institutions ofthe personnel system reform, not only involving the rationalization of personnelmanagement system of institutions, is also related to the restructuring and optimizationof talent. Therefore, the analysis of the main problems facing the institutions inpersonnel management, and response measures for its drawbacks, the socializationprocess, promote public institutions to optimize the talent structure, the active andfar-reaching significance.In this paper, the theory of the cause of the personnel system reform, detailed in the T County personnel system reform practice, combined with the problems thatexist in the T County personnel system reform experience and explore to advance thecause of the personnel system the overall objective of the reform, supporting measuresand promote the principle, and thus to deepen the opinions and suggestions of T Countycareer personnel system reform, in order to achieve the business unit’s own health andsustainable development.
