| Civil welfare system is not only an important part of the human resource in thepublic sector, but also the basis for incentives and development of human resources.Scientific civil welfare system is related to the rise and fall of public service. However,we also should see, during the transformational period, China’s civil welfare system isa state of confusion. In government departments, the welfare system of publicservants plays an important role both in the public sector and in the whole society.The implementation of this system and welfare expenditures are related to the vitalinterests of millions of civil servants in the country. Improvement of Civil welfaresystem, the establishment of expenditure control system which in line with thenational conditions are necessary for building a stable, clean, and efficient civilservice. They are attached great importance to China’s sustainable economic andsocial development and to the objectives and tasks of building a harmonious society.Based on this, improvement of civil welfare system, the supervision and protection ofa sound civil welfare system become a major theoretical and practical problems thatto be solved.This dissertation, on the basis of the relevant research, adopting literatureanalysis, questionnaire, case studies and other research methods, and combinedwiththe existing research as well, discusses the historical evolution, current situation andexisting problems of China’s civil welfare system. Finally it put forward to promotethe ways to develop the system. These are including improvement of basic principlesfor civil welfare system, the relevant policies and regulations of the civil service,regulation of the civil welfare programs, improvement of expenditure management,the implementation of the monetization of the civil welfare, the reinforcement ofsupervision and restraint mechanisms, and to learn from foreign advanced experience.So that it can promote the sound development of the reform in the civil welfaresystem. |
