Research On Reform Of The Welfare System For Civil Servants In China

The welfare system for civil servants in China has got some achievements from the initial establishment to today. However, a huge number of problems of the welfare system are increasingly appearing. The purpose of this paper is propose some personal recommendation for the reform of the welfare system for civil servants, and appeal more researchers and managers to research this reform, in order to propose some reference to the reform.According to the situation of the welfare system for civil servants in China and some detail of civil servants law, this paper is going to make deep study about the reform of the welfare system for civil servants. There are five parts in this paper.The first part is introduction. It introduces the background, method and worth of this study. It also introduces both domestic's and foreign countries'achievements of the welfare system for civil servants.The second part is the frame of theory of the welfare system for civil servants in China. The frame include the history background of the system of civil servants, the content of the welfare system for civil servants, the theory foundation of the research on the welfare system for civil servants, and the history of develop of the welfare system for civil servants in China. It aimed to provide theoretical supports for the research.The third part is the current situation and the problem of the welfare system for civil servants in China. First of all, it summarizes the achievement during the history of the welfare system. And then analyzes the problem and the reason of the welfare system of civil servants in China. It proves it is necessary to reform the welfare system of civil servants.The forth part takes England, America and Japan for example to analyze the reform experience and the current situation of the welfare system for civil servants in foreign country, and summarizes the same experience of the reform between different countries. The experience provides reference to the reform of welfare system for civil servants in China.The fifth part of the paper presents the personal recommendation for the reform of the welfare system for civil servants. It gives six suggestions about the reform of the welfare system for civil servants in China. It is expected reference effect to the reform of the welfare system for civil servants in China in the future.The last part is conclusion. It makes a brief summary about this paper.
