The civil service reform is an important part of the modern political system reform.After the establishment of the British and American civil service system in the19 th century,it established the core principles of the civil service system,such as the principle of assessment and recruitment,the neutrality of civil and political officials,also the permanent position,and laid a solid foundation for the establishment of an honest and highly efficient system.After the 1970 s,with the rise of globalization and science and technology related theories,The traditional civil service system can no longer meet the requirements of the new request.In the late 1970 s,the United States and the United States respectively conducted Two important civil service reforms were the reform of the Margaret Thatcher civil service system in the United Kingdom and the Carter government civil service reform in the United States.These two reforms have been oriented toward market orientation,the establishment of senior civil servants,the implementation of performance achievements,and other aspects of development.Markets,competition,and cooperation have been introduced as important factors into the civil service system.The reform of civil service system in the United Kingdom and the United States provides a reference for the development and improvement of the civil service system in China.China's civil service reform is an important part of the world's institutional changes.The report of the 19 th CPC National Congress proposed that the use of elites in the world and the construction of a high-quality cadre team is an important reform goal of the civil service system in China.This article explores the structural factors of the reform of the Anglo-American civil service system by introducing the concept of marketization and performance in the new public management as an analysis element.Taking the concrete case analysis of the reform of the civil service system of the Thatcher Lady of the United Kingdom and the civil service system of the Carter Administration of the United States as the focal point,through the comparative study at the institutional level and the operational level,this paper analyzes how the English and Americans carried out institutional reforms of civil servants.The enlightenment of China's civil service reform provides a basis and reference for establishing a clean and efficient civil service system with Chinese characteristics.
