From the initial establishment of China's civil servant system, it gradually develops till today through 10 years. With the advance, development and improvement of the civil servant system, as an integral part of the civil servant system, civil servants' welfare system has gradually established and developed. It plays an important role to improve civil servants' material and cultural level, arouse their working enthusiasm and ensure the normal operation of civil servant system.However, with China's rapid economic and social development, a number of problems of the welfare system, which is based on the old system, are increasingly apparent, and resulting in a series of negative effects. Thereby, the welfare system reform has become a focus of attention of the whole society, and causes the domestic scholars' attention. In this paper, the hot issue of civil servants'welfare system reform is discussed in-depth.The first part is Introduction. It introduces the background of this research and the research status both at home and abroad. Based on the above introduction, research method and thoughts are proposed.The second part is an overview of China's civil servants' welfare system. First of all, we define welfare, civil servant and civil servants' welfare system, and then make clear the research object, and the contents, feature and function of the civil servants'welfare system are analyzed. In this part, the issue of civil servants' welfare system is discussed based on human capital theory, demand level theory, two-factor theory and the theory of New Public Service. On this basis, a brief review of the development process of China's civil servants' welfare system and the results achieved is made.The third part deals with the problems of China's civil servants' welfare system and proposes the necessities for reform. In this paper, the deficiencies of welfare system reform are explored from the perspectives of its problems, limitations, and the non-uniform and non-standardization of reform implication. With the analysis of these problems, the necessities of civil servants' welfare system reform are proposed.The fourth part introduces the enlightenment of the welfare system reform of foreign countries. In this paper, the Britain, the United States, France, Japan and four national civil servants'system reform practices of Britain, America, France and Japan are compared, and their common points in reform practice are summarized. These analyses provide enlightenments for China's civil servants' welfare system reform.The fifth part presents the objectives, principles and countermeasure consideration of China's civil servants' welfare system reform. Countermeasure considerations include the following three aspects:improve and perfect the existing welfare system; unify and standardize the implementation of civil servants' welfare system; and provide sufficient supports for civil servants' welfare system reform. Through reform, we try to achieve the openness, standardization, legalization and changeability of civil servants' welfare system to enable the system to function more effectively.
