The Study Of The Reform Of The Vietnamese Civil Service System Since The Reform And Opening Up

After the reform and opening up in Vietnam in 1986,profound changes have taken place in all areas of the society,and the functions of the government are gradually changing.The public services provided are more diversified and efficient,so as to meet the needs of the development of the socialist market economy.In this process,the reform of civil service system plays a very important role.Civil servants represent the will of the state to perform public affairs,and their quality and ability level is directly related to the effective realization of government functions.In order to make the civil service to Vietnam "demand the development of a new era of reform and opening up" after the Vietnam civil service system constantly in the process of reform,this paper hopes for comprehensive analysis of the civil service system reform in Vietnam the motivation,content,path,direction and problem,objective evaluation system of civil service reform in Vietnam Vietnam reform and opening up,and put forward suggestions to improve the civil service system reform in Vietnam,through institutional norms to improve the administrative ability of civil servants and the moral level,arouse the enthusiasm and creativity of the civil service,the civil service management more standardized,to promote efficiency of state administrative agencies in Vietnam,the Vietnamese government and enhance the ability to serve the people.This article first summarizes the research status of the Vietnamese civil service system,and understands the overall status of the existing research.Then carries on the introduction to the history of the Vietnam civil servants,to clarify the background and development status of the civil service system reform in Vietnam;then introduce the motivation and path of the civil service system reform in Vietnam,and then focuses on the reform of the civil service system in Vietnam is now the main contents and characteristics,achievements and reforms and made the Vietnam civil servant system analysis of the problems finally,the reform of the civil service system;attention and reform trend,the conclusion is the direction for further development of Vietnam civil service staff should adapt to the Vietnam administrative reform,improve the comprehensive ability and the supply level of public services,enhance the vitality of the civil service system.
