Western China Township (town) Government Execution Problem Research

The western regions of China have certain developed in the respects of political, economic and culture compared to the previous, but, compare with the eastern areas they still fall behind. Our country proposed west development strategy in order to change this situation. Not only were the incomes of the citizens in the western China increased but also their living levels were improved through the implementation of this strategy. Thereby it can promote coordinated development of eastern and western areas. But most rural areas are still sluggish development. So the rural development of our country’s western regions should be determined to forge ahead.The development of the vast rural in western regions was closely connected with the local governments. Town governments that are in the basic level of the system, and also witch communicate face to face with famers, take charge of administration affairs in the rage of political、economic and culture. Actually our national policies should be put into action through township governments. However, according to fact at present, there is a common issue that the township governments are lack of execution when carry out a series policies made by our nation benefited for famers. And these phenomena have seriously hindered the development process. It demonstrated that there were benefit for promoting development and improving the living standers of people in the west China by investigating the problem of township government execution in our nation.We summarized the literatures from home and abroad researches, and expounded the theories of the township government execution. On the basis, we analyzed the situations of their execution of the western part in the policy implementation processes through comparing with the execution of the eastern part of the township governments. And then we discussed the problems and causes of the western region town governments in the performance of the execution. What’s more, we deeply dug some effective ploys in order to enhance the execution of the western region town governments according to the current status. Finally we came to a conclusion on how to improve the execution of the grass roots by analysis the implementation of residents’old-age social insurance policies in GongJiahe town, Ningqiang County, Hanzhong City, Shannxi Province.
