Western China County-level Government Policy Implementation Capacity

Western Development is an important strategic plan made by the Party Central Committee of PRC before our country entering 21 century, the aim of which is to put an end to the backwardness of the western areas, to facilitate regional economy's harmonious development, to increase the income of western people and improve the people's livelihood, and in the end to realize common prosperity. In a sense, the gap between eastern cities and western cities, especial those central cities, is not obvious, so they are not the main area to develop, though these cities play an essential role in the development of western area. While the vast western agricultural and animal-husbandry areas lagged far behind, and so they become the main object to develop. As a result, whether the Western Development strategy can be effectively implemented and whether it obtains effect or not, will decide whether the vast rural areas can develop as soon as possible, and whether it can shorten the gap between western and eastern areas. However, the western areas are governed by their own county government; in fact, the western counties carry out ineffectively in the performance of series of policies, which seriously restrict the process and effect of Western Development policy. Therefore, it is imperative to supply theory guidance to the government policymakers in order to enforce the executive ability research on western county government's policy and further upgrade their executive ability to develop counties' and regional economy harmoniously.The paper is to do pilot study on the related problems of western governments' policy implementation ability from the micro-aspect of public policy. The paper consists of four parts. The first part is introduction, which includes the background of selection of this topic, theory and applied meaning, and summarization of study at home and abroad. The second part is to discuss in a systematic way the analysis frame of western counties government. The third part is to analyze the real-life status of policy implementation ability of western counties' government, including the status comparison of western governments' policy implementation ability before and after reform and opening, and influencing factors of western governments' policy-executive ability. The forth part is to put forward the countermeasures to upgrade western governments' policy implementation ability, which are to deepen western governments' administration and management system innovation, to improve actual policies to facilitate the western areas' development, to reinforce western governments' policy executants' quality, to establish and strengthen policy-executive effective system, to breed policy-executive social environment and to erect policy-executive input system from outside.
