A Study On The Countermeasures To Improve The Executive Power Of Township Government Policies

As the last section of China's administrative chain,the township government almost all the work contents are "execution".The work of the township government is mainly directed to the peasant masses,plays the basic and very important role in the whole country construction process,is the "last kilometer" of the national public policy implementation,the degree of execution of policies directly determines whether public policies can be achieved.The effect of policy execution also directly affects the credibility of the government,and the credibility of the government also affects how much resistance is encountered in the process of policy execution.At present,the policy execution of township government is generally weak,and there are various problems such as rigid,superficial,localized and expanded policy implementation.The due effect of public policy is discounted at township government,which affects the image of the Party and government and weakens the authority of the central government.Therefore,how to improve the policy execution of township government has become an urgent problem in the field of public administration.On the basis of expounding the research background and significance,analyzing the current research situation at home and abroad,this paper takes the principal-agent theory,system theory,discretion theory,dynamic evolution theory and the theory of "pursuing efficiency" in new public management as the basic theory of research.Combined with the new type of corona virus pneumonia outbreak,which is an emergency health emergency,and the implementation of the policy shown by the township government in this incident,this paper analyzes the policy execution of the township government,and analyzes the reasons for the weakening of the policy execution of the township government from the aspects of policy formulation,the main body of policy implementation and the environment of policyimplementation.In view of the shortcomings and reasons of the weakening of the policy execution of township governments,the following countermeasures are put forward: first,to improve the implementation environment of local governments,second,to create a culture of advanced execution,third,to optimize the implementation system and mechanism,fourth,to select and train outstanding executive subjects,fifth,to attach importance to the role of target groups for policy implementation,sixth,to standardize the process of public policy formulation itself.
