Public institutions, as public organizations and carriers, are to provide public services forthe community. They also serve as an important support for the government to build itspeople’s livelihood as well as serve the public. Public institutions in Panyu District areinevitably functioning with weaknesses like unclear distribution of work, irrational layout andstructure, as well as low service quality and efficiency, which has become an essential factoraffecting the development of social undertakings in the region. It’s known that developmentof public services and promotion of social undertakings urge a thorough reform of theinstitutions. Panyu District, however, with its various institutions in every category, has quitea different situation, which should be analyzed according to the actual situation and treatedwith specific suitable methods. Reform and classification of public institutions is toreasonably divide and distribute institutions based on scientific classification. Therefore, theimplementation of reform and management in categorized institutions has become an priorityto Panyu government. A research of the District’s reform will be conducted by the guidance ofthe theory and thus will enrich the theory. On the other, it will be of positive significance tothe District.In this paper, combining his own work experience in the government, the authorconducts his research with literature analysis, comparative studies, interview research methodand other methods. The article first deals with the concepts of public institutions as well asclassification reform of public institutions. In successive steps in this article, the backgroundof the reform in Panyu District is introduced and the the course of the reform is reviewed. Theachievements and inadequacies of the reform in the District are concluded. Suggestions andpossible measures concerning the matter are thus raised in the paper, including financial input,human resources and social security policies, and other countermeasures.
