Since 2012,China has launched public institutions' classification reform,which is required be completed in 2020.This reform should be carried out by different levels,while grass-roots governments face a series of problems including few institution quotas,few manning quotas and uneven economic level in the classification of public institutions.According to requirements of the central,half of the time given by the central for public institutions' classification reform has passed,while some public institutions are still hard to be classified.In particular,the two major problems of public institution integration and reposition of redundant personnel are to be solved urgently.Based on game theory,this thesis takes Hejiang County of Luzhou City in Sichuan Province as an example to carry out researches on the problems of public institution integration and reposition of redundant personnel in the public institutions' classification reform.Starting from the practice of public institutions' classification reform in Hejiang County,institution manning department,reformed units and repositioned personnel are taken as inside men,information privacy and reform acceptation as strategies,the number of institutions to be distributed,manning quantity to be distributed as well as the number of leading positions as earnings,common game playing problems in public institution integration and reposition of redundant personnel are analyzed.Besides,solutions are put forward and demonstrated by game theory.This article considers that to solve above two difficulties,following measures can be taken: Firstly,actively withdraw and merge public institutions in public institution integration and then dispatch personnel to relevant departments after the personnel are intensively repositioned to few units;secondly,according to local economic situation,implement organizational system reformation in suitable public institutions and buying off the service years,and then state-owned enterprises take in personnel;thirdly,standardize recruitment channel and reduce the obstacles for reposition of redundant personnel in following reforms.
