As the organizational form and systematic arrangement with Chinese characteristics, public institutions offer services in economy, science and technology, education, culture, medical and health care, agriculture and forestry, etc. and become the important forces engaging in modernization construction. In a changing economic society, public institutions have been going through development and transformation. While public institutions reform is accelerated in some fields, the reform of public institutions by their categories has been explored and launched in some regions from bottom to top since2000. On the basis of the experiences drawn from the practice of regional public institutions reform, the central government has set forth a blueprint for the nationwide reform. At present, the reform of public institutions by their categories is carried out nationwide in an orderly way.Compared to the national public institutions reform, the reform at the local level is more complicated and arduous because most of public institutions are mainly distributed in the local areas. The efforts to advance the reform of local public institutions by their categories and the efficiency determine whether the nationwide reform can achieve the goal. Based on organization theory, this dissertation takes Jiangsu as an example to probe into practical and theoretical values of the local public institutions classification reform in the local areas by adopting relevant theories, such as organization theory, science of public management, economics, law, etc.This dissertation falls into7chapters in addition to introduction and conclusion. The introduction expounds the practical and theoretical values of the research. It also defines "the local public institutions","public institutions classification","reform of public institutions by their categories", reviews and comments on the research results both at home and abroad concerning the reform of public institutions by their categories, and introduces the logical system, structure arrangement, mainly adopted theoretical approach and the innovation of the study as well. Chapter I introduces the evolution of new-institutional school of organization theory and the main ideas, from which the full-text uses the analysis of institutional change and two core hypotheses "embeddedness" and "legitimacy". Chapter Ⅱ points out that public institutions are both one type of important organizations and institutional arrangements in China. Taking the process of transformation in our nation into account, it then analyzes the classification and cause of public institutions and therefore lays a fact foundation for the reform of local public institutions by their categories. Using multi-dimensional perspective of organization theory, Chapter Ⅲ is focused on how to classify the local public institutions, which is the premise and basis to promote local public institutions classification reform.Based on the thinking about the strategies of public institutions reform, Chapter Ⅳ explores why the public institutions are demanded and how many institutions are appropriate, which is an understanding prerequisite and logical starting point of local public welfare institutions reform and the appropriate approach to this reform. Chapter Ⅴ studies the local public welfare institutions reform from the perspective of innovation in systems and mechanism, such as separating government departments from public institutions, separate management and running of public affairs, establishing the corporate governance structure, strengthening supervision and management improvement, organizational structure management, ect.Chapter Ⅵ studies the reform of the business-oriented public institutions. Given the similarity between the reform of local public institutions operating commercial business and state-owned enterprise reform and using the perspectives about the new-institutional school of organization theory, this chapter studies and analyzes the reform of local business-oriented public institutions by referring to the related theories and perspectives about state-owned enterprise reform. Chapter Ⅶ studies the reform of the administrative institutions. This chapter discriminates basic concepts, faces the objective reality, addresses the problems with the local administrative public institutions and assumes a tentative plan in accordance with the practical local reform direction and path.The conclusion part summarizes the main parts of dissertation and further explores the implementation of the reform. It also points out the comprehensive, explanatory and procedural striking characteristics of the study and puts forward what needs further studying.Overall, Chapter Ⅰ, Ⅱ and Ⅲ can be regarded as the basis of this study. Chapter Ⅳ and Ⅴ study the reform of the public welfare institutions from the perspective of system development. Chapter Ⅵ and Ⅶ respectively study the reform of the business-oriented and administrative public institutions from the perspective of re-institutionalization. The reform process of public institutions by their categories reflects deeply the effect of embeddedness and legitimacy as well as proves the explanatory power of the new-institutional school of organization theory.
