A Pilot Study On The Reform Of Public Pension Institutions In My Country

With the aggravation of the problem of aging population in China,how to ensure the elderly to obtain basic and effective old-age service and promote the development of active aging policy has become the focus of attention of the country and society in the new era.In the "Thirteenth Five-Year Plan for the Development of the cause of Aging and the Construction of the Old-age system" issued by the State Council,it is pointed out that "the old-age service system which is based on the family,supported by the community,supplemented by the institution and improved by the combination of medical care and support" is regarded as the development goal.As an important component of pension institutions in China and the "last line of defense" of social welfare for the elderly,public pension institutions undertake the "three noes" in urban and rural areas(no labor capacity,no source of livelihood,no dependents and dependents).Or its dependant and the dependant does not have the support and the support ability)the old person,the five protection object,the solitary old person preferential care object as well as other special difficulty old people's service and the supportage safeguard function.However,there are some outstanding problems in the development of public pension institutions,such as rigid management system,unclear function orientation,imperfect operation mechanism and insufficient development vitality.Therefore,in 2013,the Ministry of Civil Affairs initiated the pilot project of the reform of public pension institutions.The pilot reform of public pension institutions attempts to solve the common problems of public pension institutions through their own continuous improvement and the introduction of social forces to participate.At the same time,the pilot reform of public pension institutions is still in the initial stage of exploration,local governments are also faced with and new problems in practical exploration,which need to be further studied and solved.First of all,based on the research background,significance and domestic and foreign research status quo,the article from the overall grasp of the comb;Secondly,it analyzes the theory of welfare pluralism,new public service theory and public product theory;Thirdly,based on the analysis of the connotation and development course of the public pension institutions,this paper analyzes the drawbacks and the necessity of the reform of the public pension institutions,and points out the urgency of the reform of the pilot projects;Then it summarizes the basic objectives and programs of the pilot reform of public pension institutions in China,taking the reform of public pension institutions in Beijing,Hangzhou and Yinchuan as case studies,and combining with the analysis of universality.This paper explains the current situation of the reform of public pension institutions in China and the outstanding problems to be solved in the process of the reform;Then considering the influence factors and the basic principles to be followed in the process of the reform of the public pension institutions,the key points of the different pilot reform directions and objectives are simply sorted out;Finally,according to the related content and theory,principle guidance,put forward the further improvement of public pension institutions reform pilot countermeasures and suggestions.
