The project of Hongqiao Business District is a key project in the“Twelve-Five Year plan” of Shanghai. Hongqiao Business District is alarge functional area which is relying on the Hongqiao hub andgathering the hub with business district together. There are a lot ofpublic affairs should be managed in Hongqiao Business District when it isbeing built and used. Faced with these large number of public affairs, itneeds to have a good coordinating mechanism so that all units anddepartments can perform their duties and work in a orderly way. Thecoordination of public affairs is continuously a hot issue studied by thescholars, which is also the frontier issue. This paper is researching thecoordinating mechanism of public affairs of Hongqiao Business District.This paper is divided seven parts. The first part is the introduction. Ittells us about the background and research methods and so on. Thesecond part tells us the theory of Holistic Governance and Public AffairsManagement. The third and the fourthparts tell current situation andproblems of Hongqiao Business District. The fifth part tells us domesticand foreign cases which including regional cooperation in EU andZhongguancun of Beijing. At the very beginning of this part, it willanalyze the characters and development trend of the coordinatingmechanism. The sixth part researches the problems of the coordinatingmechanism of Hongqiao Business District and gives some advises forestablishing and improving the mechanism. The last part is theconclusion. In a word, by writing this paper, it will be a great honor to behelpful to the departments of Hongqiao Business District when they aremaking policies.
