The Supply Modes And Constructive Path Of The East Asian Institutional Regional Public Goods

In one side, the regional public goods theory comes from the practice of the regional cooperation, in the other side, the primary purpose of the regional cooperation is to provide plenteous and effective regional public goods to ensure that the whole region and its members can find the optimum common interests. The regional common interests provide the foundation of the regional cooperation and make the area formed a community of interests gradually to reply to the threat and challenge from the inside and outside. The regional public goods provide us a new perspective of the East Asian regional economic integration so as to better manage the precariousness, the low identification, the compound interests which are indwell the history and the current situation of East Asia. The author proposes that the East Asian economic cooperation field has been extended, but the bottleneck is still restrict the cooperation. Under that background, it is necessary to construct a multi-channel and plural subject supply mode and the functional path to ensure the institutional regional public goods can be used in the district cooperation. The institutionalised regional environment is the premise to achieve the maximum supply effects. It can put all kinds of elements in the East Asian region in an reasonable position. The regional powers should further expand the cooperative field, construct collective identity-building and the existing cooperation regime should play its roles. At the same time, the extraterritorial powers especially the U.S. are also have their strategic objectives and benefits in East Asia. Taking them as one of the supply members in the construction of the East Asian regional public goods supply and restricting them with steady regimes is the appropriate path to follow.Following the research thinking from the theory research to the practical analysis, path construction, this paper applies the necessity and feasible modes and path of the East Asian institutional regional public goods supply under the background that the East Asian cooperation need find the breakthrough points in urgent. This paper is made up by the introduction, mainly body and the concluding remarks. In the introduction section introduces the background and significance of the topic, presenting the condition of study, relevant reviews, the thinking of research and research approach. The mainly body is divided into four parts.The first part focuses on regional public goods theory from a IPE perspective and summarizes the neo-regionalism theory. Combining the two theories as the theoretical basis to command the full text. Further discussing the supply situation, modes and significant feature of the institutional regional public goods and the supply comparison between the intra-area countries and the U.S under the influence of the externality.With the theories and the practice as the framework, the third part concludes the necessity and feasible modes for the East Asian institutional regional public goods supply. The regional public goods reflects some own characteristics such as openness, plurality, and multidimensional, it can break the present bottlenecks and status which exist in the East Asian cooperation such as complex strategy benefits, low mutual trust and as the principal mode for the regional public supply.The forth part draws the outline of the path for constructing the East Asian institutional regional public goods.
