On Appraisal System Of Law Enforcement Quality Of Public Security Organs

The basic activities of the public security organs are law enforcement activities, the basic behavior of the police officers are law enforcement. The quality of the law enforcement work and the case-solved ability have direct relation with the process of building a socialist country ruled by law, social harmony and stability, the vital interests of the broadest masses of people, which also have a direct impact on the process of democratic and legal construction. In recent years, problems aroused during the work in local public security organs, some of which are prominent, have become a hot issue influencing the relation between the police and masses and the image of the police. In order to solve the outstanding problems in law enforcement work effectively and to further improve the quality of law enforcement and law enforcement level of the public security organs,2001, the No.60ministerial order of the Ministry of Public Security that called 《ppraisal Rules of Law Enforcement Quality of Public Security Organs》, its goal is to establish an appraisal system around the country. This mechanism takes the law enforcement quality of public organs at all levels and departments, as well as leaders and police staff at all levels, to be the standards to measure their work, give the appropriate incentives and punishment. It helps to improve the strictness, justice and credibility of law enforcement as well as the ability perform their duties according to law. In the past decade, practice has proved that, the integrity of the system, the objectivity of the criteria in the appraisal system and the authority of the incentives have solved the problems like, law enforcement work goes far away from the team construction, the appraisal criteria are not uniform, the difficulty to implement the supervision of law enforcement measures and other issues, from the angles of mechanism and the fundamental elements. It improves the supervisory mechanism of law enforcement activities and promotes the long-term development of the public security legal construction effectively. At the same time, law enforcement quality appraisal system also gradually exposes some problems urgent to be solved, which makes it can not play its roles. We must reform and improve it. The author, as a staff in legal department of the Provincial Public Security Department, combine work practices in recent years, takes a brief study on how to strengthen and improve the law enforcement quality appraisal system of the public security organs. Because of the limitation of theory and the lack of practice, the points in this thesis may be not deep and clear enough, the view is inevitably subjective. Please make a comment.
