Treatise On Community Police And Criminal Preventions

In the mid-twentieth century the community police was appeared in the West during searching for the countermeasures to restrain the crime increase, and rapidly popularized. While China in the transitional period, with the new situations and problems, all kinds of elements interlacing together, specially the criminal problems, how to react to this challenge is a great task to do for the Chinese police organ. Whatever the criminal police or security police or economic crime investigation police must do well in the crime prevention to struggle against the crimes. This kind of crime prevention and the basic unit, community on which the police organs focus their work on, is inextricable. Only in this way developing community police restrain the crimes from the headstream can cut off all kinds of criminal inducement so as to obtain the final object criminal preventions, and wipe out all the crimes in their seminal states.The current thesis is based on the community police and criminal prevention study, setting the example of Rizhao Dong Gang district, and is divided in five chapters.I chapter Introduction, starting from the object selection and study significance, analysing the actual situation of internal and abroad community police and criminal prevention, the writer introduced the innovative points of this thesis.II chapter summarizing the community police, determined the conceptions,characters and contents of community, community police.III chapter commencing the community police and criminal prevention, the inevitability of community police to the criminal prevention. Firstly to determine the coherence that the forementioned both have, secondly it’s necessary request to develop the community police for realizing the criminal prevention because of the disadvantages in traditional police mode.IV chapter starting from the three aspects to prevent crimes:restraining the criminal motives, limiting the criminal conditions, preventing relapses into crime, analysed the methods to develop the community police for realizing the criminal prevention. V chapter setting the example of Rizhao Dong Gang district, presented the effects that community police has realized in criminal preventions;the problems that exist in the criminal prevention, and the analysis to the causations, in this base, proposed the concrete countermeasures to enhance and optimize the construction of community police.
