As another representative of English and US law system, India’s institutionalize development has its unique feature. Central and local political systems supplement each other, this makes an individual law system that similar to US, but has its own national tradition at same time, which can be called "Indian law system".India’s local political system has been founded since Ancient India, formed into preliminary scale in Maurya Empire, and developed in Mughal Empire. Recently, Indians had suffered cruel rob and press from UK colonist, but at the same time, English people had spread their political systems through India. As English colonist’s control went on, many western rule ideology and political system had marked deep brand in India’s politics and culture, such as separation of the three powers, human rights protection, freedom, democracy and judicial review. The independent India used UK’s political system as chief source, based on their own national conditions, built their special political system which still took western political system as their basis.India Constitution was finished Nov.26th1949, and came into force Jan.26th1950. It formulates the relationship between central and local; local and local; also settings of organizations. For example, in attached list7, table A <Federal function and power table>, there are97items, including national defense, armed forces, projects of navy/army and air force, central information and investigation bureau, diplomacy, consul and commercial representative, UNO, war and peace, etc. In table B <Local function and power table>, there are66items, including public order, police, high court, prison, local government, public health care, traffic, agriculture, land and fishery, etc.This article takes India’s local political system development as principal line, mainly discuses the political power organization form and power control systems. It analyses the relationship between India’s local political system and law/financial systems, also the influence from international circumstances. India is neighbor of China, both of them are developing countries, the experience they gained during development means a lot to each other. India’s central and local political relationship has become consummate, which can be a guide for China, also be beneficial for their city and countryside integration.
