Study On Local Governance Of Northeast India Under The Background Of Bangladesh-China-India-Myanmar Economic Corridor

BCIM Economic Corridor was proposed formally by Premier Li Ke-qiang in 2013 during visiting India,but it hasn't made any substantive progress so far,the relevant discussion and research are just on paper.Compering with the active response of Bangladesh and Myanmar,Indian government has been wary of the BCIM Economic Corridor,substantial measures have never been on the table.The Key of BCIM Economic Corridor construction depends on the attitude of China and India,the attitude of India has a direct influence on whether the economic corridor can be implemented smoothly.According to the propose,the BCIM Economic Corridor will pass by the northeast of India where is far from the main land geographically,lagging economic development,active separatism and frequent terrorism cases.On the hand,Indian government hope to develop the northeast with the BCIM Economic Corridor,better implement the Act East Policy proposed in 2014.On the other hand,Indian government is afraid that it will intensify the trend of separation in the northeast to make the northeast join BCIM Economic Corridor,so as to affect the authority of the central government in the northeast.The Indian government has been adjusting the policy toward the northeast for years,gone through the process from disorder to concentration,from neglect to attention.Seen from the governance result,there are successful experience as well as failing lessons.In order to strengthen effective governance in northeast,the Indian government has increased the financial support to the northeast constantly through policy support,financial aid and technique assistance,etc.The Indian government also amended the Constitution to guarantee the political rights of the people in northeast India.It ensures that the people in northeast India have the equal rights to participate in the governance of the country.But all these measures had little effect.The governance in northeast India is teetering on the edge of failure.BCIM Economic Corridor brings new opportunities to develop this region.As a main form of Sub-regional Economic Cooperation,BCIM Economic Corridor provides a platform for four countries to exchange and cooperate.The products and production factors of these four countries can realize to move freely in this economic corridor.It helps to promote resource allocation efficiently and bring the common economic interests.This paper argues that the Indian government can effectively circumvent these challenges in a number of ways.For example,the advantages of the BCIM can be fully utilized through the combination of introduction and going out,and the conflicts with neighboring countries can be properly handled,so as to provide a better external environment for local governance and finally realize the long-term peace and stability ofnortheast India.This paper also discusses the economic implications of local governance in northeast India for China.First of all,the idea of promoting local governance in northeast China by joining BCIM is to promote governance through openness,China can learn from this idea in the process of local governance,and stick to opening up to promote the process of local governance.Secondly,how to deal with the relationship with ethnic minorities is also a key issue of local governance in China.Through the experience of local governance in northeast India,it can be found that a top priority for ethnic minorities to enhance their sense of identity.Finally,economic development must be placed at the center of local governance.Economic issues are closely related to many livelihood issues.
