By the end of2011, the Internet appear "leak door" event, you found your registration data of the web site you fill in was leaked, the leak site from the beginning of the programmer community to famous BBS such as everyone CSDN net, the world community, and finally spread to e-commerce sites, such as the Jing Dong mall, the suffers as high as fifty million, each large web sites have reinforced security measures, net friends greet each other with "do you change passwords today?". So far, online personal information security has been the hottest topics in2011, the incident shows that our country’s work in personal information safety protection is not perfect, especially online consumer’s personal information safety, because in comparison to ordinary BBS consumers’information in shopping website are more personal, these information involves the address, contact details and so on, on the other hand, the electronic commerce consumer personal information security also related to the security of the property, therefore, do the research of consumers on the electronic commerce personal information safety protection have the important meaning.And at present in our country the number of the e-commerce sites clearly posted privacy policy or to protect consumers’personal information policy websites are rare, some e-commerce sites even with these policy, also is empty and broad, they lack of concrete operation, mostly just post the statement which says they are protecting consumers of personal information, but they don’t answer the question how to protect and what’s the consequence if they leak our information. With the lack of security mechanism and emptiness, China’s e-commerce industry to develop self-discipline standard also with each website privacy policy will finally become the damp squib. In legal aspects, our country is lacking. We don’t have the law which is for information, while in our country we protect information as privacy, which is certainly not perfect, much personal information cannot be contained in privacy. And the law in our country which directly protect consumers’ personal information are scattered, and their legal status is low, with a lack of authority. So neither industry nor the legal protection in our country to protect protection is insufficient. For consumer self, their personal information safety protection consciousness is lacking, the "leak door "spread so great in China with the lack of consumer safety consciousness is not divided. For convenience, many Internet users will use the same password to set their mailbox, BBS, online shopping and so on, so the result is caused, once there is a website information disclosure, the other web site personal information will be lost together.The international for personal information protection, mostly take the legislative model or the self-discipline mode. In this paper, we take United States and the European Union for example to explore these two kinds of modes’advantages and disadvantages, so as to provide some reference for our country. This article analysis the current our country electronic commerce development condition, think we should learn the two modes’ advantage, namely consumers with a strong security protection consciousness, self-discipline play an important role and the law will be the final background.
