The prison enterprises of our country are quite different from ordinary state-owned enterprises in the strategic objectives of enterprises, the employment structure, the production operation process, the performance management mechanism, etc; these differences determine that the construction of motivation system in prison enterprise has special requirements differing from the general enterprises.Through the case study of TZ prison enterprise; this paper analyzes four reasons for the deficiencies of incentive system in prison enterprise. Firstly, the salary system in TZ prison enterprise is unreasonable, reflecting in the complicated salary system, the same position with disparate treatment and the egalitarianism in some degree. Secondly, the performance appraisal system is extensive, including that the production cost assessment is formalistic, and the excellent employees cannot get better benefits in the treatments. Thirdly, the incentive effect of welfare system is insufficient. Fourthly, the enterprise culture construction is out of step with the time which cannot suit the growth and development of the enterprise.After the serious investigation and analysis, the author concludes that the main causes for the above problems are the uncertainty of the occupation development direction against the incentive system construction, the special structure of the staff leading the salary equalitarianism, the non-profit management causing the formalistic performance evaluation, the backward management idea resulting in the unreasonable employee welfare system and the closed working environment inducing the unprogressive cultural construction.In this paper, the author suggests that the incentive system design of TZ prison should define the goals, which help the workers planning the career path, promote the employees’activity in managing the business, realize the efficient combination of social benefits and economic benefits, and advance the workforce construction. On the basis, the author makes recommendations on the design of salary system, performance appraisal system, staff welfare system and enterprise cultural building in the incentive system construction.The research on the incentive system of TZ prison enterprise is favorable toward arousing the staff enthusiasm, promoting the reform of prison system in our country, and achieving the dual functions of the prison enterprises in criminal reform and the state-owned property appreciation.
