On The System Imprcvement Of Our Country City Management Administration Law-enforcing

In the recent years, as the law-enforcement system in city administration is not perfect and backword law enforcement ideas, many conflicts have arisen in some cities, this conflicts have seriously affected the stability of the social order. Administration according to the law is the important content of the rule of law,and city management is the important content of administration according to law. Now,the laws about the city management are scattered with department provision and normal documents, and the government that enjoys legislative have made different laws about city management.So,there is no uniform legal system in our country city management,different urban management department have different authority and responsibility. It seems jurisprudence disorder,especial the enforcement activities to different targets are not unified and normative.This paper have illustrated from four parts. The first part,expatiated primarily the dispute of storing or abolishing the system of the city management administration law enforcement,and elaborated my own view to this problem.The second part,primarily illustrated the current situation of city management and the issues it presented.The problems include that the legal status of law enforcer is indeterminate, the staffing level is not unified,the power transition is ambiguous between city management administration Law-enforcing department and the original administrative law enforcement,and other issues such as violences due to rude ways of law-enforcement in city administration.The third part, I analysed the ultimate causes of that issues, there are other reasons besides that the system of city administration law-enforcement is flawed, also as the social economy development will inevitably cause social contradictions,the law enforcer have not balance effect to the rights,and backword law enforcement ideas.The forth part,outlined the method of completion of our country city management administration law-enforcing system,it includes that legislative proposal,consummating supervision mechanism, perfecting social security mechanism,and change the administrative law enforcement idea,people first,keep harmonious law enforcement,achieve the better pattern of people’s city management work for the people.
