With the development of reform and opening up, China has entered a accelerating transition from traditional society to modern society, Due to various types of contradictions, conflicts of interest, the inequitable distribution, cadre corruption, imperfect social operating mechanism and other reasons, mass incidents increased significantly and the harm to society is also growing. In this context, reasonable settling of mass incidents has become an important factor in China’s social stability. Therefore, to prevent and resolve the mass incidents will be the important task of our government in the future period of time. Although the whole society has started to pay attention to group events, and actively put forward coping strategies, China still has not formed a set of mechanism for effective prevention and resolution of the of mass events. Non-standard usage of executive powers is the most important, direct and serious causes of the contemporary mass incidents in China. Such administrative situation caused a lot of adverse reactions in the masses.And the accumulation and outbreak of such adverse reactions lead to more mass events. And the mass group is the main participant of the group events. To study on the psychology of the masses helps to fundamentally resolve the mass incidents。Therefore, the purpose of this article is to try a combination of administrative and participant psychology. On the basis of analysis of the unreasonable, lawful behavior of the leading organization and the psychology of participants, recommendations are put forward to resolve the mass incidents from a legal point of view, in order to eliminate the adverse effects of mass incidents as soon as possible.Therefore, applying theoretical analysis and case analysis and combining administrative misconduct in the group events and participants’ psychology, this paper analyses the causes of the masses’psychology in group incidents in the executive visual and on the basis of this raised relative strategy. The first part is an introduction to the framework of the full text of and the significance of writing this paper. The paper discusses the necessity of studying the psychology of the participants in the group events. The second part is to do a brief analysis of the mass event concepts and features. It is worth mentioning that the group events in this paper are mainly focused on a narrow concept, that it to say, group events triggered by the executive authorities’misdoing administrative action or administrative omission. The third part is devoted to analyze and standardize the administrative phenomenon in mass incidents. It analyses the causes of mass incidents from the administrative perspective so that to regulate the government conduct, prevent the occurrence of mass incidents. On the basis of the third part, the next part described the adverse mass psychology caused by the government’ misusing of power from the perspective of participants. The last part is the significance of this article. It put forward relative legal response to the government’ unmorally behaviors.These measures are divided into two parts, one is about the legal precautions, the aim of which is to take preventive measures and requires our executive leadership authority to take appropriate measures to prevent the breeding of contradictions in the daily public management process and achieve the goal of the prevention of mass incident. The other part is a legal response about how to regulate the government behavior in the process of mass incidents, so that the intensification of contradictions can be prevented, and conflicts can be resolved.Unreasonable and unlawful administrative acts are the main causes of mass incidents. Participants are the main body in the mass incidents and participants’psychology is the main factors to guide the participants’ administrative acts. Combining the administrative acts and the participants’ psychology to seek the solution of mass incidents is a convenient and efficient measure.
