Research Of Urban Meteorological Disaster Prevention Mechanism Based On Public Security Management

Coupled with economic development and accelerating urbanization in China, meteorological disasters are having growing impact on urban areas. Some weather phenomena that were previously considered as common ones can disrupt urban life now. Weather events, more or less, influence our city lives. How to mitigate these influences and improve capability to prevent meteorological disasters? This is not only a scientific or academic problem. Confronting with continually occurring meteorological disasters and high-impact weather events, how to cope becomes an important research subject for public administration.Urban meteorological disaster has its own special disaster-making environment. The same weather events may have different impact because different occurring places. Coupled with characteristic factors of urban area, some weather events can develop into disasters or have serious effect. Based on the meteorological disasters and high-impact events in the last decade, the characteristics of urban meteorological disaster and its relation to urban environment were analyzed. Furthermore, countermeasures should be adopted by governments was proposed. Developed countries have some ready-made measures for reference, which we can learn to form our own countermeasures.We can not only depend on governments to cope with the urban meteorological disasters, but should mobilize whole society to participate in it, which includes educating the public and improving their ability to respond to it, improving the communities’ capability of disaster prevention, and encourage non-government organizations to help disaster prevention.
