Study On Crisis Management Of Meteorological Disaster

China is a region with frequent natural disasters.More than 70% of the cities and more than 50% of the population are located in regions with severe natural disasters such as meteorology,earthquakes,geology and oceans.Meteorological disasters are the major components and causes of natural disasters in China.With the rapid economic and social development,the level of urbanization continues to increase,and the total amount of social and economic growth continues to increase.China is now in a critical period of economic and social transformation.In the future,extreme weather events and disasters in China will become more complex and changeable.Extreme weather and disaster risks such as high temperature,drought,and heavy precipitation will intensify,and the intensity of flood disasters will increase.The meteorological disasters and secondary disasters caused by the economy Losses and social impacts are much greater than in the past.The situation of resisting catastrophes is not optimistic.Therefore,higher requirements have been put forward for meteorological disaster crisis management work of local governments at all levels.As a regional deputy central city,L City has,in recent years under the strong leadership of the municipal Party committee and municipal government,under the correct command of the provincial meteorological department,the city's meteorological disaster crisis management work has progressed steadily and has been continuously summarized,achieving certain achievements and exposing some problems..Based on the analysis of the current situation of the meteorological disaster crisis management in L city and the analysis of the case of “7.18” storm flood disaster in L city,this paper starts from the perspective of 4R model theory to look into the dilemma faced by meteorological disaster crisis management work,and finds that Inadequacies,including meteorological disaster risk assessment has not been institutionalized,monitoring and early warning and disaster information system construction capacity lags behind,early warning information dissemination and dissemination means behind,lack of crisis drills,lack of popular science education for disaster prevention and reduction,management mechanism segmentation,lack of post-disaster The main reasons for these problems caused by the evaluation system are: First,there is insufficient awareness of the crisis from the government to the public.Second,the division of power and responsibility of the various entities in the crisis command is not clear.Third,the early warning and forecasting system is not mature enough,and the fourth is whether the management concept is backward.Based on the actual situation of L city and the background of the reform of state institutions,the paper analyzes the trend of the impact of meteorological disasters on China's national economy.This paper proposes practical and feasible four main measures for optimizing the crisis management of meteorological disasters in L city.Precautionary control: The focus of meteorological disaster safety management should be transferred to the risk control of the entire management process,establish and improve meteorological disaster risk avoidance mechanisms,strive to control risks in the process,and disperse meteorological disaster risks;strengthen monitoring and early warning and resources sharing: strengthen the scientific and technological support ability to deal with meteorological disasters and improve the effectiveness of disaster prevention and reduction,tap the supporting capacity of big data,achieve multi-sector information sharing,improve the sensitivity of risk perception,unblock the mechanism and approach of early warning information release,and strengthen education for disaster prevention and disaster reduction;authoritative and high-efficiency crisis command system: linking with the reform of state institutions,establishing a permanent comprehensive crisis management department from five aspects to solve the problem of inadequate development of crisis response capacity;constructing a multi-governance meteorological disaster crisis management model to support the guidance of society crisis force development meteorological disaster prevention through legislation to promote "social participation" really landing.
