Current Situation And Countermeasures Of Meteorological Disaster Prevention And Mitigation Management In Tang County

The meteorological disasters are harmful to the public,and are closely related to the production of industry and agriculture and the lives of the people.The meteorology is a scientific and technological,basic and public service career.Meteorological disaster prevention and mitigation is an important part of public service.The improvements of meteorological disaster prevention and mitigation are of great practical significance for ensuring national security,economic development,social stability and well-being of people.This paper analyzes and studies the management mechanism of meteorological disaster prevention and mitigation in Tang County using the methodologies of literature review,First,the background and purpose of research,as well as domestic and foreign advancement in meteorological disaster prevention and reduction are introduced.Second,we define the concepts related to meteorological disasters,meteorological disaster prevention,risk management,crisis management and emergency management,and apply these theories to analyze the current situation,problems and causes of meteorological disaster prevention and mitigation in Tang County.This paper focuses on the problems and reasons of meteorological prevention and mitigation legal system construction,organization and management system construction,business layout and collaborative defense in Tang County,as well as the further study in the strategy for the management of meteorological disaster prevention and mitigation in Tang County.In addition,through the questionnaire survey in two national meteorological disaster prevention and mitigation demonstration counties(Deqing County,Zhejiang province and Mancheng County,Hebei province),referring to the literatures,advanced experience and practice in management of meteorological disaster prevention and mitigation,to analyze and study the management mechanism,which is suitable for Tang County.Finally,this paper put forward the countermeasures to improve the management of meteorological disaster prevention and mitigation in Tang County:focusing on the defense of meteorological disaster prevention and mitigation,formulations of standards and norms,then to further improve the organization system construction,reasonable business layout,the coordinated defenses between government departments and market,establishing of an information sharing mechanism,fully mobilize the broad participation of social forces and risk prevention ability construction.
