Public institution is an important social organization with Chinese characteristics. It is different from the executive authorities and enterprises. Development of the public institutions has been severely hampered since it has been managed by the administrative system for a long time. As the reform of the state-owned enterprises and the administration has made a breakthrough today, It is an fundamental requirement to promoting healthy development of public institutions for enhancing the reform in China. To improve the employment system and post management system is the focus of the personnel system reform. Three changes in the reform of public institutions are proposed, which are the change from identity management to post management, the change from life tenure to employment system, the change from fixed salary system to performance pay system, Post management is the basis of the reform of public institutions.The author introduces the concepts and relevant theories of post management, as the beginning of the study. Using literature research and case analysis methods, then made a typical analysis of post management in Shandong provincial agricultural machinery institution. The study has shown that:the reform and post management are lack of motivation; post analysis is not scientific, have no standard job description; unreasonable post-setting, narrow approach of career development; post employment problems, etc.As one of the major reform for public institution personnel system, performance pay system to be implemented, which pointed out the importance of performance management and examination for institutions;"people oriented "and sustainable development of institution talents should be pay more attention to.Based on the above two points, this paper use performance management theory and organizational careers planning and management theory as theoretical basis for post management study, Then put forward the countermeasures to improve the post management in public institutions. At last, propose relevant views of post management for providing a guidance and reference in public institutions. The author has made following conclusions on the basis of the study:the reform of public institutions is still at the exploratory stage, which aim to promote healthy and rapid development for public institution. As a significant step of the personnel system reform for public institution, post management is the key to success of the institution reform. Post management study based on performance management theory and organizational careers planning and management theory, can bring about the common development of the staff and public institutions.
