Problems And Countermeasures Of Public Welfare Institutions Of Governance

Public Welfare Institutions is the cluster of all kinds of high-level talents; is thebackbone to make significant contribution to social development and economicconstruction of China; is the communication link between the government andenterprises. It plays a very important role in promoting the development of socialpublic undertakings and broadening the types of public service. Meanwhile, it laysfoundation for the construction of socialist material civilization and provides powerfor the construction of socialist spiritual civilization. However, with the developmentof the market economy in China, the institutions still have many problems, forexample, the institutions are involved in the difficulties in management andreformation. Financial burden, organization expansion, insufficient of public servicesand inefficiency supply have affected the development of technology, education,public health, culture and the whole national economy. In this article, we mainly studythe current state of the public welfare institutions, pointing out the problems and thereasons of the problems and putting forward views and proposals for perfectingmanagement system, hoping to promote the academic exploration in the managementof public welfare institution through this study at the same time.In this article we first collecting and reading related research progress at homeand abroad, as well as the theory of Public Welfare Institutions, in the base of this, weexpound the importance of management of Public Welfare Institutions. Then pointedout the main problems in our country’s public institutions of governance, mainly fromthe reform of the management system, the financial management problems, thecurrent problem of the party building work, the party affairs and the problems existingin the work, the problems of performance management; analyze the causes andproblems of management of Public Welfare Institutions. In view of the existingmanagement of Public Welfare Institutions and the reasons for the problems,countermeasures and suggestions proposed governance in public institutions,including innovate internal and external system, strengthen the financial management,public welfare institutions to strengthen the institutions of the party building work,take many measure, promoting the public affairs work, and improve performancemanagement system.
