A Research On The Problems And Countermeasures Of Community Welfare Job Management

Since 2003,China’s public welfare job system has been running for more than ten years,in order to solve our employment difficulties,laid-off workers redistribution and other important issues,the Chinese government in the development of public welfare platform for a number of reform and regulation,through Provide a large number of work platforms to change the status of life of people with difficulty in employment.Jilin Province as a northeast old industrial base,in the economic development of the transition period there have been a large number of laid-off workers,in order to solve these laid-off workers employment difficulties,Jilin Province in 2005 implemented a public service system,through the purchase of public management and service positions To provide employment assistance to the employment difficulties groups,the relief policy from the beginning of the promotion has been widespread concern,it not only protect the basic life of some people,but also ease the employment pressure,and maintain the stability and harmony of society.With the continuous development of the public welfare post,many provinces and cities have a large number of community public service jobs,for these jobs management at present there are still some urgent problems to be solved,such as the lack of transparency of public service jobs,the outdated management mechanisms,management methods and blind staff own quality is not high,the lack of the performance appraisal mechanism etc..This paper analyzes the basic concept and development status of the public welfare post in Jilin province XX city.After reading a lot of literatures,XX at the present stage of city community public positions in personnel and management personnel and some government officials were interviewed after analysis,to do in-depth research,and the public welfare post anomie causes are analyzed.It is found that there are some problems such as the lack of law,the government’s lack of attention and its own reasons.It also puts forward some suggestions to solve the problems and improve the current management situation,such as the reasonable development of the community public welfare post,the transformation of government management mode,the diversification of investment,and the improvement of evaluation mechanism.I believe that through the joint efforts of the government and public welfare post managers,community public welfare posts will be bound to solve the problem of employment of workers to contribute more power.
