Public institutions are important social organizations which aim at providing publicservice in our country, and play a crucial role in social development in terms of science,education, culture and health and so on. However, the traditional personnel management can’tadapt to the rapid development of economy and society, and even hinders individual creativityand initiative in public institution. Along with the deepening reform of the administrativesystem, personnel system reform of institution has entered the substantive stage and personnelemployment system has been basically established by the end of2011. The setting up ofpositions is the premise and foundation for promoting the reform of personnel employmentsystem effectively, and is also a kind of system innovation and policy adjustment,changingfrom identity management to post management through breaking the traditional identitymanagement mode. It is necessary to study how to establish an effective incentive mechanismbased on post setting management, which can present the different public characteristics, andmaximize personal vitality in public department.This article deals with the perspective of the employment system reform in publicinstitutions, with the practice of Guangzhou sated-owned vocational school as the object ofthe research, depending on literature, questionnaires, interviews and so on. Through researchand practice, five incentive factors closely related to the post setting management are definedas performance evaluation, salary and reward, promotion, training, spiritual encouragement,and etc. Under these five dimensions together with the management and personnel features inGuangzhou stated-owned vocational school,this article analyzes the incentive mechanismfrom the aspects of present status, existing problems and causes. Besides, in order to achievethe goal of personnel employment system reform in institutions and provide strong talentsupport for great-leap-forward development of Guangzhou vocational education, this articledraws lessons from foreign experience on teachers’ incentive mechanism of vocationaleducation and puts forward suggestions to perfect state-owned vocational school both in thegovernment and schools.
