The Network Evaluation Pattern Research Of Public Crisis Warning

Public crisis warning evaluation model as the important segment of public crisiswarning management, is ignored on the theory and practice. In fact, there existsobvious deficiency of our country’s public crisis warning, and public crisis warninghas not formed the system. For example, artificial warning is the main, and lack ofeffective monitoring, evaluation and feedback exists. Because the shortcomings ofpresent public crisis warning model makes the effect of public crisis warning far fromthe expected results, it dates from lack of effective evaluation platform, organizationsystem and the implementing mechanism. Therefore, by using grid theory, this articlelets the grid theory into the public crisis warning filed, with the grid technology andmanagement to reconstruct public crisis warning evaluation model, in order toovercome the deficiency of current public crisis warning evaluation model.This paper is divided into four parts. The main contents and the logicalrelationship between each other are as follows:The first part is the introduction of the paper. With the background of the publiccrisis occurring frequently, through coming the related literature at home and abroad,the chapter points out that it is of great theoretical and practical value in theperspective of grid to improve the public crisis warning evaluation model.The second part is analyzing the theoretical foundation of the whole paper. Thepart analyzes the public crisis warning theory, including contents of public crisis, andpublic crisis warning, contents of public crisis warning evaluation, elements of publiccrisis warning evaluation, and combs the grid theory, including grid computing, gridsystem as well as grid management, for providing the theoretical reference to thepaper.The third part analyzes the present situation, the problems and reason of thepresent public crisis warning evaluation model. At present the public crisis warningevaluation model including heterogeneous information system, artificial warningevaluation and function division of organization influences the efficiency and accuracy of warning evaluation. It is necessary to improve the public crisis warning evaluationmodel.On the basis of analysis of problems and causes of public crisis warning evaluation,the fourth part analyzes the operation of the public crisis warning evaluation model,and definitely analyzes the role of grid organization, grid information platform andimplementation mechanism in the public crisis warning evaluation, and analyzes theadvantages of public crisis warning evaluation model. Then, based on the limitations ofthe traditional public crisis warning evaluation model and the operation of public crisiswarning evaluation model, it proposes concrete ideas of public crisis warningevaluation model, namely building dual axle organization, grid evaluation platform andimplementing mechanism. At last, it analyzes the realization of the public crisiswarning grids evaluation model.
