Network Supervision In The Effectiveness Of The Government To Build A Clean Government And Promote Research

In the background of rapid development in computer technology and the wide availability of the Internet, more and more public take the Internet with convenient and efficient information-transmission as an important tool and mean of understanding the policies and government personnel’s work, protecting their right to know and their own interests. Network supervision is gradually becoming the main form of public supervision, the network has played an important role in the exposure, investigation and punishment process of a series of corruption cases, its effectiveness in promoting the construction of clean government has been demonstrated. However, due to the development of the network in China is not mature enough, the network supervision inevitably exists some problems in promoting the building a clean government.This paper on the basis of defining the basic concepts of network supervision and clean government, explains the necessity and value of anti-corruption by using the people’s democratic theory and the good-governance theory; meanwhile, on the basis of defining effectiveness and the factors affecting anti-corruption effectiveness, builds the network punishment-effectiveness model and the deterrence-effectiveness model by amending the basic punishment-effectiveness model; then, chooses the "astronomical smoke" event, Han Feng "Diary" and the Wenzhou "purchase" incident to demonstrate the network’s effectiveness in building a clean government, and to elicit the existing shortages; Finally, summarizes the problems in the process of network supervision such as low degree of rationality, imperfection of legal protection, the government’s awareness and management is not in place, and puts forward the corresponding measures which are mainly in three terms of strengthening the ethical and moral construction of network anti-corruption, improving the legal system of network supervision in clean government and the relative working mechanism, in order to provide thoughts with guidance and reference to play the function of the network more well.
