The problem of corruption is a common problem exists in all countries,corruption pose a serious threat on the country’s economic development and socialprogress and difficult to cure. The meaning of democracy contains the restriction ofpower, in order to prevent the abuse of public power and social corruption. Therelationship between democracy and anti-corruption has been the focus of controversyamong experts and scholars, at this point the problem formed three kinds ofrepresentative point of view, one point to take a compromise view that democracy isnot necessarily a fundamental approach to fighting corruption, if the democracy andanti-corruption want to achieve complete victory, it also need a range of otherconditions such as its political culture. Our democracy is still not perfect at present,democracy to curb corruption has little effect, which has to cause our attention. A casestudy of Philippines has a certain significance on China’s democratic construction andanti-corruption work.Philippines is the first country which introduced democratic institutions inSoutheast Asia areas, Philippines after World War II was once hailed as "the windowof American democracy in Asia" by American political scientist, the political life inPhilippines reflected nearly all the form of the characteristics of American democracy,but such a country, the extent of corruption is still very serious. This paper focuseson the relationship between democracy and anti-corruption as the main line,referencing to the related theory of the dialectical relationship between draw thedemocratic and anti-corruption, based on the analysis of the status of democracy andanti-corruption in Philippines, investigating the cause of ineffective anti-corruption inPhilippines, come to the conclusion that the democracy in Philippines has virtualdemocratic forms, what’s worse, the dependent type of political culture and theWestern democratic model does not match. Through this study of the case ofPhilippines, we can know democracy maybe is not the fundamental approach ofanti-corruption, democracy which is not suitable for state conditions will be alsoassociated with the occurrence of corruption. The anti-corruption in Philippinesneeds the evolution of political culture in order to make democracy as a part of socialand political culture, and finally we can draw inspiration from the case that Chinamust vigorously develop socialist democracy, build independent socialist culture, build democracy anti-corruption social atmosphere, in order to promote democracyin the corrupt governance plays a more important role.
