Hunan Online Administrative Examination And Approval From The Perspective Of Government Innovation

Since the end of the1980s, with the advance of economic globalization and thebooming idea of "New Public Management",the reforming of public administrationhas swept across the world. In recent years,our government has also beenimplementing the reforming of the administration mamgement system,so has theadministrative examination and approval,which is an important part of geovernmentmanagement.As a newly-born thing of the21stcentury, online administrative examination andapproval is not only a new application of the Internet development, an importantpart of the electronic government affairs, but also the product of the reform of theadministrative examination and approval system when it has developed to a certainstage, representing the trend of the reform of future administrative examination andapproval. At present, Beijing, Shanghai, Zhejiang,Gunagdong, Jiangxi, Sichuan,Guangxi and other provinces and cities can enforce the preliminary administrativeexamination and approval, which has a certain influence on some local governmentadministration. However，the research in this field is still blank. Therefore, this papercarries out a study on Hunan online administrative examination and approval ofgovernment innovation Perspective.This thesis consists of six chapters. It first explains the concepts of "onlineadministrative examination and approval" and "the government managementinnovation", and then analyzes the connotation of "government managementinnovation", including the three levels of management innovation, system innovation,technology innovation. It also introduces the background of writing this thesis and itsliterature review, and puts forward the research ideas.Then, the article describes the general theory of government innovation, briefintroduction to different theoretical system, the different perspectives of governmentunder the management innovation, proposed this theoretical system, and pointed outthat the online administrative examination and approval as a technological innovation,but also fromconcepts and systems at the level of government innovation.After having introduced the construction and application of the onlineadministrative examination and approval of Hunan Province, the thesis carries outresearch from the three aspects of idea innovation, system innovation, and technology innovation. After the application and dissemination of online administrativeexamination and approval, Hunan Provincial has conceptually experienced theinnovation of thinking patterns of administrative ideas, development strategy of theelectronic government affairs; It also has changes and reform in the system ofgovernment organization structure, human resources management, workingmechanism, the supervisory mechanism and so on; it technically adopts mode of theunified software, centralized deployment, classification management.In view of the problems in the process of government management innovation,which include ideological understanding, system construction, digital gap,information security and so on, the thesis puts forward the relevent solutions to them.
