Ordos Administrative Review Reform Research

According to the relationship between China's Administrative Approval and Market Access and the direction of reform at the present stage,this thesis sets the deepening of the reform of administrative approval system and government service innovation in Ordos as the central argument.It analyzes the current situation of the background,history,significance and experience of the reform of administrative examination and approval system in Ordos,establishes a co-relationship between the economic basis and current economic situation and the reform of administrative examination and approval system through phases,clarifies the political,economic,cultural and other aspects of the development of harmonious relationship in Ordos and proves that local reform should refer to national guidance for ideological foundation and theoretical direction,and that reform theories should combine organically with the actual local conditions and that national goals of decentralization,optimizing government services and improving investment environment should be localized as a service-oriented government benefiting the public.This paper also studies the common aspirations of both the central government and local people in regard to requirements and reform.By reading extensively literature from the national organization link:people.com.cn,gov.cn,and Chinese administrative management researches and many local government websites,the writer attempts to understand and grasp the current situation of the reform of administrative examination and approval at the State Council level and to use theoretical analysis on Ordos reform experiences.The writer collects and sorts all material on the administrative examination and approval system reforms and the project approval statistics,efficiency,proportion,using quantitative analysis on the reforms of the administrative examination and approval,changes and results in the process of implementing the "single window".The writer also employs trend analysis and structural analysis method for the reform of administrative examination and approval system in Ordos promoting the formation of the theory of reference and clarifying problems and deficiencies in the reforms so as to put forward detailed solutions.
