The Research On Improvement Of The NPC’s Special Inquiry System

In March2010, Wu Bangguo, Chairman of the NPC Standing Committee, firstlyput forward the concept of the special inquiry in his working report, followed thethree special inquiry held respectively by the NPC standing Committee about thefinancial budget、food security and medical health system reform. We should say thatthis ice-breaking moving reflects our country’s active exploration and try on thecreation of supervision system of the legislature.Meanwhile.it sets a good example forthe Local people’s congresses at all levels. Since then, the special inquiry is in theascendant, drawing the high evaluation and close attention of the whole nation. As avery important innovation, special inquiry is not only the objective requirementbecause of the incomplete socialistic marketing economical system of our country, butalso the inner requirement of further development of the socialist democraticpolitics.However, the system of the special inquiry of National People’s Congress stillexist many problems due to the restrict of those imperfect factor like incompletedemocracy political system, limitation of the traditional political culture and theimperfect socialist market economic system. These issues mainly display in followingaspects: lack of the breadth and depth of special inquiry, insufficient supervisionstrength and low public participation,etc. Stones from other hills may serve to polishjade.The practical experiences of inquiry system of three countries includingBritain,French and Germany have a major impact on the improvement of ourlegislature’s supervision system,especially special inquiry system. We should learnfrom the advanced experience of foreign countries and on the basis of our owncountry to improve China’s National People’s Congress thematic inquiry systemfollowing five aspects. These mainly include:deepening the reform of political system,improving laws and regulations of people’s congress special inquiry system, creating agood economic and social environment for special inquiry, further improving thesystem of people’s congresses and so on.
