Special inquiry is an innovation and development of the National People’s Congress supervision and it is a specific way for inquiry. Since June2010, for the first time the standing committee of the National People’s Congress carried out special inquires. Local People’s Congresses attempted and explored it actively. How to launch inquiry work well, get results and efficiently, become an important issue that all levels of the National People’s Congress meet.At present, the inquiry system is not a hotspot in the theory research area yet, it is not attract extensive attention of experts. Special inquiry is new, appearing in recent years, it have not formed in any complete theoretical hierarchy. There are still some deficiencies due to a lack of theoretical basis and experience when National People’s Congress at all levels launch it, For example, the inquirer number is still low, the rate of the asked deputies in awareness is still relatively low, there are some" do not want to ask","did not dare to ask ". In addition, the thematic scope of the inquiry is still limited, with the convergence of other methods of supervision in the National People’s Congress is still not close enough.This thesis focuses on progress and refine on the special inquiry of National People’s congress. According to the research on the origin, development and the status of the special inquiry, in which also selects some excellent cases from Shanghai and Baotou’s NPC. These cases try to figure out the existing problems and the reasons caused these. Meanwhile, get references from overseas parliaments and propose consummate the NPC inquiry method, in order to improve the effective execution of inquiry system, provide good reference for NPC’s supervision.
