The Military Camp Culture is a kind of a high level educational carrier that affects the soldiers directly. It is a key method to improve the battle effectiveness of the army and also the main content of socialist culture construction with Chinese characteristics. With the economic and social development, our social culture becomes diversified, so it should connect the social culture with the military to inherit the marrow of the traditional military camp culture, actively bring the national and international culture together, then develop its guide ability on improving our military’s comprehensive strength and protecting safety and stability of our country. To achieve an effective mixture between military camp culture and ideological and political education therefore become a significant means of building a peaceful army, improving the reality of a peaceful society.This article analyzed five parts of moral education function-the cognitive function, cultivated function, motivated function, educational function and normal function, through the statement of significance, characteristics and quality of military camp culture. In this regard, it indicated the specific method of strengthening military camp culture and best developing the moral education function. Firstly, to ensure the position of military camp culture, that is to promote the position of scientific value, to participate in subject orientation clearly, to obey the law and make sure the position; Secondly, to enhance the military camp culture, that is to establish "three principle" of military camp culture, to strengthen "four substance" of military camp culture and enrich the way of military camp culture; Thirdly, to optimize the environment of military camp culture, that is to create a correct media flow, raise a comfortable social environment, build a peaceful home environment.
