A Case Study On The Relation Between Government And Social Organizations For The Disabled From Social Governance View

China’s social organizations has grown rapidly since the reform and opening up,providing various public services and promoting stable social development. Theeighteenth report claims guiding the healthy and orderly development of socialorganizations, giving full play to the basic role of the mass to participate in socialmanagement. In particular, the third plenary session of the eighteenth aims to pushon with modernization of the country’s governing system and capabilities, innovatesocial governance methods and stimulate the vitality of social organizations. Thatpointed out the direction for social organizations to provide public services and playa governance role. However, it also presents government and social organizationswith a challenge about how to deal with the cooperation relationship in the processof providing public services.Guangdong province is relatively perfect and mature regions in thedevelopment of social organizations in our country, there is a lot of successful andfrontal practice worthy exploring. Benefiting from open and encouraging policiesfrom the local government, TZ social organization has made outstandingachievements in providing public service for the disabled, being experienced incommunicating and cooperating with the government. As a result, this paper takes itas a typical case study, using the literature research and empirical research methodsfocusing on the really dynamic relationship between TZ and the government in theprocess of pre-serving, in serving and after serving for the disabled. Then summarizethe evolution of the relationship and put forward available strategies which canprovide theoretical guidance and practical reference for our country to promote therelationship between government and social organizations.This study consists of six parts. The first part is the introduction, including thebackground and significance of the topic, the review of research on socialorganizations and government relations, study methods and innovations for thispaper. The second part handles with the connotation of social governance and thecase background, which discusses the connotation of the social governance theoryand its background as well as the introduction of TZ and its projects serving the disabled. The third to the fifth part is the main body of the paper, respectivelydiscusses the relationship between TZ and government department in three stages:pre-serving, in serving and after serving for the disabled. The sixth part is aconclusion, which summarizes the main content and reconsiderates relationsbetween government and social organizations serving the disabled.
