The social weak group came into being and enlarging because of economicreshuffling and changes of Social Structure. They are far away from the center ofpublic power and can’t have enough economic, political, and cultural resources forpolicy participation. So their own benefit demand can’t be swiftly responded. And thiswill couse the unfairness and intensifie the social contradictions. The policyparticipation is the directest and the most effectual way for the citizen to achieve theirinterests.By researching of qualitative theory, using plenty methods, such as literature,induction, comprehensive, comparison and survey,and basising on politics,management, economics, sociology and other related subjects theories. This articleelaborate on the connotation, characteristics and contributing factors of the socialweek group. I have used equity theory, legitimacy theory as a basis in my article, it isclearly the value of the social weak group’s policy participation. It can maintain thestability of sociaty, highlight the public character of public policy, stop the stronginterst group from manipulating the public policy, make the social weak group get ridof the disadvantaged position. It analyzes the existing condition of the social weakgroup’s policy participation, and point out that many problems, such asnon-institutionalized participation, take passively and hysteretic part in policyparticipation.They many reasons,such as they didn’t realize the important of policyparticipation,their overall qualities is low,they didn’t have an organization, there isdeviation of the government’s role and decision-making model, the low degree ofsocial recognition, the lack of channels for participation systemization now.Basis onthis, it put forward the countermeasures.
