Research On Governmental Function Of Peasants’ Citizenization In Village In City

With the accelerated process of industrialization and urbanization in China, village in city peasants’ citizenization has been highlighting.After the land has been taken, it is difficult to quickly through their own strength to achieve the transformation, but enjoy less than the same rights as urban residents. The grim situation requires the government to play an active role.The current government has been carried out different exploration in various regions, compensation for land expropriation, village in city renovation, residence registration changes achieved some success; but social security, job placement and training, community development and service, and many other problems remain to be solved. For major and far-reaching significance of village in city peasants’ citizenization,it can be useful for integrated urban and rural coordinated development of economic,social and cultural;to promote industrialization and urbanization continue in force;to contribute to safeguarding the people’s livelihood to maintain harmony and stability.This paper is mainly divided into five parts:the first part is introduction,describe background, significance,research thought and the method, on both at home and abroad literature of village in city peasants’ citizenization for summary. second part on village in city peasants’ citizenization and government role for general analysis, descript both of inner contact; third part main on both at home and abroad government play the role in village in city peasants’ citizenization for comparison and reference its experience;the fourth part introduced Xiu Xiang village of Nanning city as research object, overview of the present situation and problems, analysis village in city peasants’ citizenization of Nanning city, members of the public in the process of government; the fifth part on the basis of four parts earlier, made suggestions of the public role of the government in village in city peasants’ citizenization.Based on theory, and experience and the case research, it think the government should play as follows rolevillage in city peasants’ citizenization: reform two different residence system, established urban and rural unified residence management system; perfect land acquisition system, sound reasonable of compensation interests share mechanism; properly process employment placement problem, strengthen village in city education training; promote village in city to city community transformation, strengthen community service and construction; construct village in city peasants social security system, maintain city harmonious and stability.
