Government Management Under The Perspective Of China's Vulnerable Groups Behavior Anomie

The Vulnerable groups is first used in Government Work Report launched byPremier Zhu Rongji in the5thsession of the9thNational People’s Congress Conferencein March2002. Henceforth, the problems of the vulnerable group are increasingconcerns at home and aboard. Government has been trying to help the vulnerable groupout of dilemma, but due to a lack of management, meanwhile government’s activity willsometimes make them have a strong feeling of deprivation, cause psychologicalunbalance, and therefore produce anomie behaviors. The anomie behaviors of thevulnerable group will not only affect social stability and economic sustainabledevelopment, but hinder our country from building comparatively well-off society andrealizing the ambitious communistic targets of common prosperity. So, from theperspective of government management, this thesis deplores the defects of the conceptof justice and humanity in the government’s failure of managing the anomie behaviorsof the vulnerable group and relating system problems, such as social security institution,legal institution, distribution institution, census register institution, employment institution,education institution and the New-type Rural Cooperative Medical Institution influencing of poorfarmers, and puts forward some policy alternatives for managing and optimizing government’sactivities. Thus the management of the vulnerable group’s anomie will be really carried out, and theharmonious development of the whole society will be realized.
