With further speed up of the urbanization process in China, the scope of administration expanded, administrative law enforcement in social transition is facing increasingly complex social environment, numbers of conflicts the administrative law enforcement is also rising. The conflict of law enforcement of city management and the city vulnerable groups becomes a focus point of numerous contradictory in the urbanization process. Increasingly the conflict, on one hand makes the administrative enforcement of law into a stalemate, but also make management of the city increase security risks; on the other hand also affects the survival status of vulnerable groups in city. In the process of city administration and law enforcement contradictions exist widely in city management, city law enforcement of legal regulation, city management functions as well as the security to subsistence right on vulnerable groups, must organic combination law, administrative organs and citizens of the three aspects, then can effectively solve these contradictions, so as to achieve the social harmonious state. The urbanization is the inevitable historical process of social development, is the perfective city social function, is transfer of life mode, in economic life is the transference of space, and is the course of civilized development. City should not only strategic guidance, more need mutual support and coordination of planning, construction and management. The practice has proved that the management of city has a special status in the urbanization process,and make the important promoting and protecting function in the urbanization process. But in recent years, extreme events city caused the conflict of managers and flowing venders have occurred from time to time. Facing with these problems, a lot of people blame to the simple and crude of the law enforcement, but urban city think, their bounden duty is maintain neat order, and they don’t want to meet with the occurrence of resistance and physical conflicts in the process of law enforcement.By the study of many contradictions of the face of the urbanization process, the article try to find a approach to solute the conflict of the both sides. First the paper elaborates related theory of the law enforcement and the vulnerable groups, and then from the present stage the contradiction, the author put forward the problems to be solved. This is the main content of this paper, and mainly is the research of the law enforcement personnel concept, personnel quality, execute the law program, the government management system and related legal system and other aspects.
