Research On The Cooperative Execution Mechanism Of The Grassroots Government

In response to a series of problems such as divisional division and insufficient coordination brought about by the new public management movement,Western countries have carried out "holistic governance" and promoted horizontal and horizontal coordination of the government through cross-section cooperation.The academic community has also initiated a related research wave.In China,a total of eight administrative system reforms have been carried out since 1978.The “Major departmental system” has increasingly become the main theme,but the problems of insufficient inter-departmental coordination and serious fragmentation still exist.In this context,the grassroots government is increasingly relying on the leading group's path,and the leading group has played a role in promoting policy implementation in political operations,while the academic community lacks a corresponding explanation for this phenomenon.Inspired by the SFIC model of the classic model of collaborative governance,this paper absorbs relevant research results such as collaborative execution,collaborative governance,and leadership groups,and uses the SFIC model as the basis model,supplemented by the field survey of Qingdao Y Street,trying to build a new synergy execution model to explain the collaborative execution behaviors in the grassroots government.This article believes that the leadership group has achieved "cooperative execution",which has promoted the implementation of policies at the grassroots level.Concretely,this paper uses the literature analysis method and the field research method to construct a synergy execution model and analyze the collaborative execution mechanism of the grassroots government,based on the participation observation and interview of the Qingdao Y Street Safety Production Leading Group.The synergy execution model is divided into four parts: synergy motivation,synergy mechanism,synergy process and synergy results.The synergy results are further fed back to the mechanism design and synergy process to form a continuous highly iterative process.Synergy motivation,the author uses the grounded theory to carry out the three-level coding of the interview data,and analyses the synergy motivation.The environmental factors cause the leaders to pay attention to the synergy implementation matters and put them in the central work position to implement the party and government responsibilities,but in the actual policy implementation process,the multiple difficulties in the single-sector sector cannot effectively implement policy implementation,which has led to the implementation of synergy implementation.The mechanism design,is to establish the four mechanisms to ensure the legitimacy and efficiency of synergy execution by relying on leadership authority and existing government system.Synergy execution,the author divides the synergy execution process into five stages:Matters identifying,program planning,synergy decision-making and synergy execution,and synergy evaluation.Matters identifying is a “closed mode”,and the plan is The “task list” is carried out in a way that the synergy decision-making is mainly made at the party and government joint meeting and the synergistic execution is the precise “targeted execution” carried out by all parties.Finally,the output of the synergy results is mainly the synergy evaluation and feedback on the previous process,including the synergy effect and the implementation gap.
