The Research Of Public Service Capacity Of County Governments Under The System Of Province Directly Governing County

In the background of building service-oriented government, our governments have enhanced public service capacity and improved public service level, but the weakness of county governments’public service has become a real problem. As a grass-roots government, county government is an important part of our system of governments, and carries out the duties of public service in the area, and its public service capacity ultimately affect the implementation of the policy of the national public service. In recent years, after Zhejiang province executed the province governing county system, the province governing county reform pilot has increased day by day with the encouragement of the central policy. From the practice of all around reform points, it mainly concentrated in the financial system. Province governing county system is conducive to optimize the resource allocation among the province, city and county, enhance the autonomy of the county governments, promote the development of county economy, improve public resource acquisition capacity of county governments, and create opportunities for county governments to strengthen the public service capacity. However, from the practice of province governing county system, there is a big dilemma for county governments to improve their public service capacity truly. So to study the county governments’public service capacity in the backdrop of the province governing county system is very necessary and reality.In this paper the county governments’public service capacity in the backdrop of province governing county system is the research object. The first part is a brief overview of the province governing county system, the county governments’public service capacity and the theoretical basis. In the second part, it analyzes the correlation of the province governing county system and county government public service capacity:province governing county system creates both opportunities and requests for the enhancement of county governments’.public service capacity. In the third part, it elaborates the difficulties of the improvement of county governments’public service capacity under the province governing county system systematically. It thinks that the inherent problems of province governing county financial system, the contradiction between province governing county financial system and the tax system, and the contradiction between province governing county financial system and city governing county administrative system, they all affect the public service capability of the county governments to a certain extent. In the fourth part it puts forward the goals of this study, and then it makes specific recommendations to improve province governing county financial system and will explore city governing county administrative system to strengthen the public service capacity of county governments.
