A Study On The Public Service Capacity Of The County Governments

In the past decades, following the "economy-oriented" strategic criteria, governments always focused their work on the pursuit to GDP increases while ignoring the balance in social development and the interest of the general public, which resulted in the imbalance between social and economic developments and many other social problems. Corresponding to the problems above, the 17^th Party Congress of CPC vows the healthy and comprehensive systems of governmental responsibility and public service and the service-oriented government featured by improved public service capacity and electronic administration. And, as the grass-root units in the governmental system, county governments are logically the final enforcers of the public service function of government. However, currently most county governments in our country are incompetent in this field. And the paradox between the lag of governmental public service and the increasing needs from the public on the service is the point of departure of the essay.Based on existing reference theories, the essay analyzes the public service capacity of the county governments in Zhejiang Province and further qualitatively and quantitatively discusses the reasons why differences in public service capacity exist among different local governments on the basis of scientific concept framework and assessment standards. And the article also offers the concrete measures to improve the public service capacity of the county governments of our country from three angles:I. The measures from the ideological angle, including transforming governmental functions, strengthening sense of service and ensuring the justice in public service field.II. The measures from the angle of governmental self-improvement, including improving governmental financial capacity, raising civil servants' quality and capability, perfecting governmental performance appraisal system and promoting the diversification of governmental public service modelsIII. The synthetic measures on improving primary education, public health, social security and infrastructure.Innovatively, the essay, by taking county governments as the research object, focuses on the empirical study on the operating mechanism and the influential elements of governmental public service capacity, deepening the study on governmental public service capacity and local governments.
