The Analysis On The Problem And Measures Of Implementing Province-Governing-County System In China

With the establishment of market-orient economy and opening up, the defects of city-governing-county system based on planned economy period are increasingly prominent. Therefore the voice of administration system reform is rising. The implementation of Province-governing-county system becomes the main direction of the reform, and some areas have carried out that reform. Firstly, this article introduces the theory basis on the reform and analyzes the feasibility of the reform. Secondly, this article proves the necessity of the reform of Province-governing-county by evaluating the cities governing counties system. Finally, this article proposes some advice to solve the problem produced in the process of reform.This paper includes a foreword and four chapters in the text.The first chapter is an introduction.
