Study On Compensation Standards Of Ecological Migration

Ecological migration is the one involved in a wide range of large-scale, far-reaching regional land relationship action in national policy guidance or support of innovative initiatives, ecological migration standard of compensation is the core of the ecological migration work, the standard of compensation accounting is the focus of the research,how to determine the ecological migration compensation standards,and coordinate the relationship between regional economic development and environmental protection,to achieve the balanced development of the region,become an urgent need to pay attention to and solve problems.In this article,The related concept of ecological migrants,research results and progress domestic and foreign migrants’compensation are reviewed and summarized,and then the main research question-the compensation standard of ecological migrantsin this article is proposed,using the analytic hierarchy process to evaluate the land function of57villages studied from the main point view of land function in the headwater region of fenhe river. Second,account and estimate the compensation value of the57villages in the region’s with three methods quantitatively,and establish the spatial compensation model in region. Lastly, explore viable compensation model combined with the migrants’case of compensation of in Ningwu County, and propose the feasibility of implementing the recommendations and compensation policies. The main contents are summarized as follow:1The Evaluate Results of Land FunctionThis study selected15indicators to build the evaluation system and evaluation model of index, using the analytic hierarchy process to evaluate models and indicators, determine the evaluation model and the index weight, and divided into different rating for the results of land function.The results shows that a total of51in the immigrant village land function level in three above the village, higher than the production of ecological function and social security function of the village occupies60%above,and highlights the important ecological role in the headwater region of fenhe river.2The Accounting value of Ecological migrants’compensation standardUsing the land compensation, ecosystem services and the minimum WTA different method of land value evaluation to determine the compensation value, the results show that the value of different methods of accounting for a difference of very far, select the average of the three methods as the standard value of the compensation of the migrants ultimately, and establish a spatial compensation model,compared with the land function evaluation level have a high consistency. It can be judged by it is scientific and rational.migrant to determine the compensation value of ecological migration through calculating the value of the loss of land function in the region.3Measures and suggestions of ecological migration compensationThis study combine with the county toward the chaokai-Fengjiashan resettlement compensation model, analyze the advantages and disadvantages of the Fen-headwater region migration, this study summed up the feasibility of recommendations as follows:(1) Determine the main beneficiaries;(2) Pay attention to the later stage supportto enhance the later-supportting, and proposed the feasibility the implementation of the recommendations and compensation policies.The results show that:it is reasonable as the value of land function to ecological migration compensation value, it can be more scientific and reasonable for compensation value of the village, and avoid the formation of a "one size fits all" method of compensation, through this study,The results can help to provide a new way of thinking and methods in a bid for eco-fragile ecological migrants and ecological compensation standard.
