| Ecological immigration is a comprehensive implementation of the people-oriented scientific development concept in the new era,coordinating the harmonious development of people and nature,and exploring and implementing strategic measures to protect the ecological environment and people in poverty-stricken areas to get rid of poverty and achieve sustainable development.The ecological resettlement project of Nanyang Mountain Tablet in Tianzhu Tibetan Autonomous County is to realize the 30,000 poor farmers and herdsmen in the high mountain area and 20,000 people from Nanyang Mountain to get rid of poverty and become a well-off society.Based on the scientific analysis of the actual economic and social development of Tianzhu Tibetan Area,The implementation of the comprehensive project of Huimin Fumin,which integrates resettlement,ecological protection,well-off construction and economic development,has enabled the implementation of the project to benefit the poor population of about 60,000 high-rise mountainous areas in the county.In order to fully grasp the impact of project implementation on the production and living,income and employment,and social and economic development of the displaced farmers,as well as the ecological benefits brought by the implementation of the project,it is necessary to conduct in-depth analysis and comprehensive evaluation of the performance of the project.Based on the stakeholder theory,the new public service theory and the goal anagement theory,combined with the core concepts of performance evaluation and ecological immigration,this paper uses the logical model to construct the ecological resettlement project performance from the four dimensions of project input-process-result-impact.The evaluation system conducted a questionnaire survey on the resettlers of 10 resettlement sites in Nanyangshan and government departments,and comprehensively analyzed the production and living,income level,debt level and industrial development of the movedfarmers and herdsmen in the Nanyang Mountain Ecological Resettlement Project.The impact of the ecological environment and other aspects,combined with the survey data to comprehensively evaluate the project performance.The evaluation results show that the overall performance of the project is “good”,indicating that the project is highly consistent with the local development plan.During the project construction process,the management operation is in order,the special construction funds are in place,the process supervision is in place,and the production and living conditions of the migrants are effectively improved.It solved the people's livelihood problems such as immigration medical treatment,children's schooling,transportation,etc.,effectively helping the Tibetan people in the high mountain areas to improve their living environment,improve their quality of life,and get rid of the predicament.However,it is necessary to increase support in terms of increasing employment opportunities for immigrants and accelerating the development of follow-up industries.According to the results of performance evaluation,learn from the experience and practice of ecological resettlement projects in other ethnic areas in China,and put forward the countermeasures for solving problems in eight major aspects for the reference of government policy makers and managers,that is,raise the standard of financial subsidies and improve the overall quality of immigrants.Do a good overall planning,improve infrastructure;accelerate industrial restructuring,enhance sustainable development capabilities;explore new land transfer situations,solve worries about work;increase employment opportunities through multiple channels,increase farmers' income;attach importance to cultural development,protect national characteristics;Environmental construction,create a good environment;strengthen management services and improve the safeguard mechanism. |
