Study On Improvement Of Leading Ability Of Rural Party Organization For Village Domain Development

The Village Party Organization, as the governing organization rooted in the most basic level inrural areas, is not only the core of leadership of various organizations and work, but also thefoundation of entire work and fighting capacity in the rural areas. Therefor, whether it has strong ability in carrying out the rural development or not, is directly related to the govemance of the rulingparty and the consolidation in its foundation and position, inclding the implementation of the party’sprinciples and policies in the rural areas. Besides, for the rural areas, the reforms, development,stability, success or failure in new rural construction are all included. From what I have mentionedabove, in face of the new situations and tasks, a survey of improving the ruling party’s leadership inrural development is of great significance. This paper, based on the related theories of politices,economics, sociology, through in-depth interviews and other methods, undertakes an investigation forpart of village party organizations in the villages and town of Jidong county, summarizing theachievements in improving the leadership of vpo in rural areas. For the first time, from the five aspectsbelonging to the perspectives and leadership of vpo, it attaches great importance to analyzing theproblems and reasons existing in the leadership of vpo in rural development, and points out the fivefactors, the weak governing body and foundation, poor cirumstances, in sufficient encouragement andimperfect governing mechanism, which are the important reasons for vpo to improve their abilities.Out of this situation, this paper puts forward these countermeasure: optimizing the ruling body,solidifying the ruling foundation, improving ruling environment, strengthening the administrativeincentive, perfecting the ruling mechanism, improving the overall quality of the members of vpo, aswell as their abilities in organizing and serving the masses, developing economy, promoting thedemocracy and rules of law, responsibility for the whole situation and coordination for the variousaspects in villages. Meanwhile, this paper also explicitly puts forward that the administrativeencouragement is a very important promotion for motivating the abilities of vpo in enhancing itsleadership in rural development, which is extremely urgent. In order to improve this kind of ability, thethings as follows can be done: the governments whose levels are above villages and towns must givestrong support to and help vpo from both policies and funds to create the good environment andconditions for the members of vpo to make full use of the rights and govern well. The most important isthat the economic, political and mental motivation of vpo should be strengthened, the governingmechanism should be made to smoothe, and“four proposals and two opened to public”, so that the vpocan play the role as the core of leadership better and have better leadership in rural development.
